The Appeals Panel
Your appeal will be considered by an Appeals Panel. An Appeals Panel will consist of a Three-Person Panel or a Single-Person Panel.

A Three-Person Panel is made up of a chairperson and two panel members. The chairperson is chosen from our list of individuals appointed for that purpose. The two panel members are chosen from a list of worker and employer representatives. Members of an Appeals Panel are to act impartially and, as such, do not represent any particular group.

A Single-Person Panel is subject to the consent of all parties and is made up of a chairperson acting alone.

The Appeals Tribunal holds its hearings in regions throughout the province in the official language chosen by the person submitting the appeal. Appeals Panel decisions are final and are delivered in writing.

Appeals Panel Hearings
A hearing is a meeting of the Appeals Panel to consider an appeal. The person submitting the appeal may choose an Oral Presentation or a Paper Review.
  • An Oral Presentation is a hearing where the Appeals Panel (Three-Person or Single-Person Panel) meets with the person submitting the appeal, other parties involved and respective representatives. The decision of an Appeals Panel is based on the Appeal Record, oral, and written submissions. The proceedings are recorded.

  • A Paper Review is a hearing where the Appeals Panel (Three-Person Panel) reviews the Appeal Record in the absence of the person submitting the appeal, other parties involved or respective representatives. The decision is based on the Appeal Record and written submissions.
