Daily safety checks – Multiple users

216.2(1) An operator of an industrial lift truck shall check for the effectiveness of all safety devices daily before operating the truck.

216.2(2) If more than one operator uses an industrial lift truck in the course of a day or if the industrial lift truck is used on more than one shift, each operator shall check for the effectiveness of all safety devices before operating the truck.

229.2(1) An operator of powered mobile equipment shall check for the effectiveness of all safety devices daily before operating the equipment.

229.2(2) If more than one operator uses powered mobile equipment in the course of a day or if the powered mobile equipment is used on more than one shift, each operator shall check for the effectiveness of all safety devices before operating the equipment.

230.5(1) An operator of a vehicle shall check daily for the effectiveness of all safety devices before operating the vehicle.

230.5(2) If more than one operator uses a vehicle in the course of a day or if the vehicle is used on more than one shift, each operator shall check for the effectiveness of all safety devices before operating the vehicle.

Question:
To meet the requirements of these sections, must each user physically check the safety devices daily?

Answer:
Not all users are required to physically check the safety devices each day provided the employer puts in place a system that allows for one of the users to physically check the devices at the beginning of each day and the remaining users to easily verify that the safety check was performed by the designated person.

For this system to be acceptable, the employer must address this through a written procedure that sets out:

  • How a person is selected to be the designated person
  • A means of identifying the designated person
  • The duties of the designated person
  • The duty of the remaining users to confirm that the checks were performed

It is also necessary that confirmation that the daily check was performed be posted at or near the equipment controls so that the remaining users can readily verify that the check was made.

It is acceptable that the person designated to perform the daily physical checks be rotated through the user group, provided that the designated person is aware of the requirements in the procedure and that the other users have a way to determine who the designated person is at the time of use. Notwithstanding this, users who wish to physically check the safety devices are allowed to do so by the employer.
