“Bootleg” means a remnant of a blast-hole that has been charged and fired and that has been determined not to contain any explosive after a charge has been fired;
Question:
Does the definition of “bootleg” include the side wall of the blast hole that is completely exposed by the blast?
Answer:
The purpose of the definition is to protect workers from the dangers of working near explosives following a blast. Since the sidewall of a blast hole that remains on the side, ceiling or floor of the blast area is completely exposed, not likely to contain explosives, and easily inspected, a bootleg is the end portion of a drilled hole that remains on the drilling face when the blast does not break the rock completely to the end of the drilled limit of the hole. A bootleg is not the remnant of the sidewall where the blast has occurred.
